The obligation of the government to protect every citizen in the enjoyment of his recognized rights, whatever his character or condition may be, arises from the very nature of organized society, and presupposes the power as existing in the body politic to adopt all such measures as are requisite for the attainment of this object. This obligation and duty on the part of the aggregated body of the citizens of a State implies a correlative duty on the part of each of its members not only to refrain from all acts which tend to interfere with or obstruct it in the performance of its duties, but to aid the whole body in the attainment of its objects.
