The United States is a nation of joiners. Ever since Alexis de Tocqueville published his observations in Democracy in America, Americans have recognized the distinctiveness of their voluntary tradition. In a work of political, legal, social, and intellectual history, focusing on the grassroots actions of ordinary people, Neem traces the origins of this venerable tradition to the vexed beginnings of American democracy in Massachusetts. Neem explores the multiple conflicts that produced a vibrant pluralistic civil society following the American Revolution. Alexis de Tocqueville was among the first to draw attention to Americans’ propensity to form voluntary associations—and to join them with a fervor and frequency unmatched anywhere in the world. For nearly two centuries, we have sought to understand how and why early nineteenth-century Americans were, in Tocqueville’s words, “forever forming associations.” In The Making of Tocqueville’s America, Kevin Butterfield argues that to understand this, we need to first ask: what did membership really mean to the growing number of affiliated Americans? Butterfield explains that the first generations of American citizens found in the concept of membership—in churches, fraternities, reform societies, labor unions, and private business corporations—a mechanism to balance the tension between collective action and personal autonomy, something they accomplished by emphasizing law and procedural fairness. As this post-Revolutionary procedural culture developed, so too did the legal substructure of American civil society. Tocqueville, then, was wrong to see associations as the training ground for democracy, where people learned to honor one another’s voices and perspectives. Rather, they were the training ground for something no less valuable to the success of the American democratic experiment: increasingly formal and legalistic relations among people.

People have gathered in public drinking places to drink, relax, socialize, and do business for hundreds of years. For just as long, critics have described taverns and similar drinking establishments as sources of individual ruin and public disorder. Examining these dynamics as Americans surged westward in the early nineteenth century, Kirsten E. Wood argues that entrepreneurial, improvement-minded men integrated many village and town taverns into the nation's rapidly developing transportation network and used tavern spaces and networks to raise capital, promote innovative businesses, practice genteel sociability, and rally support for favored causes—often while drinking the staggering amounts of alcohol for which the period is justly famous. White men's unrivaled freedom to use taverns for their own pursuits of happiness gave everyday significance to citizenship in the early republic. Yet white men did not have taverns to themselves. Sharing tavern spaces with other Americans intensified white men's struggles to define what, and for whom, taverns should be. At the same time, temperance and other reform movements increasingly divided white men along lines of party, conscience, and class. In both conflicts, some improvement-minded white men found common cause with middle-class white women and Black activists, who had their own stake in rethinking taverns and citizenship.

During the American Revolution and into the early republic, Americans fought with one another over the kinds of political expression and activity that independence legitimized. Liberty poles—tall wooden poles bearing political flags and signs—were a central fixture of the popular debates of the late eighteenth century. Revolutionary patriots had raised liberty poles to symbolize their resistance to British rule. In response, redcoats often tore them down, sparking conflicts with patriot pole-raisers. In the 1790s, grassroots Republicans revived the practice of raising liberty poles, casting the Washington and Adams administrations as monarchists and tyrants. Echoing the British response, Federalist supporters of the government destroyed the poles, leading to vicious confrontations between the two sides in person, in print, and at the ballot box. This elegantly written book is the first comprehensive study of this revealing phenomenon, highlighting the influence of ordinary citizens on the development of American political culture. Shira Lurie demonstrates how, in raising and destroying liberty poles, Americans put into practice the types of popular participation they envisioned in the new republic.

This book explores the new types of political organization that emerged in Western Europe and the United States during the nineteenth century, from popular meetings to single-issue organizations and political parties. The development of these has often been used to demonstrate a movement towards democratic representation or political institutionalization. This volume challenges the idea that the development of ‘democracy’ is a story of rise and progress at all. It is rather a story of continuous but never completely satisfying attempts of interpreting the rule of the people. Taking the perspective of nineteenth-century organizers as its point of departure, this study shows that contemporaries hardly distinguished between petitioning, meeting and association. The attraction of organizing was that it promised representation, accountability and popular participation. Only in the twentieth century did parties reliable partners for the state in averting revolution, managing the unpredictable effects of universal suffrage, and reforming society. This collection analyzes them in their earliest stage, as just one of several types of civil society organizations, that did not differ that much from each other. The promise of organization, and the experiments that resulted from it, deeply impacted modern politics.

In Practicing Democracy, eleven historians challenge conventional narratives of democratization in the early United States, offering new perspectives on the period between the ratification of the Constitution and the outbreak of the Civil War. The essays in this collection address critical themes such as the origins, evolution, and disintegration of party competition, the relationship between political parties and popular participation, and the place that parties occupied within the wider world of United States politics. In recent years, historians of the early republic have demolished old assumptions about low rates of political participation and shallow popular partisanship in the age of Jefferson—raising the question of how, if at all, Jacksonian politics departed from earlier norms. This book reaffirms the significance of a transition in political practices during the 1820s and 1830s but casts the transformation in a new light. Whereas the traditional narrative is one of a party-driven democratic awakening, the contributors to this volume challenge the correlation of party with democracy. They both critique constricting definitions of legitimate democratic practices in the decades following the ratification of the Constitution and emphasize the proliferation of competing public voices in the buildup to the Civil War. Taken together, these essays offer a new way of thinking about American politics across the traditional dividing line of 1828 and suggest a novel approach to the long-standing question of what it meant to be part of "We the People."
