Into the Meafures which have been urfued fince the Peace, as well thofe which will contribute to religore order to the Finances, to preferve or to recover Trade, and to improve our new Acquifitions as thofe which have a contrary Tendency in order from the whole view to form fome iudgment of the real State of this Kingdom, with refpeet to its Finances and its Com merce, will be attempted in the following Confiderations but Meafures having varied, and, the national Situation and Profpeets being thereby different at different times, it will be necefl'ary to diftinguith them into two Periods, the one ending in the lafl: Year, the other comprehending all fubfequent Operations: and I thall therefore endeavour to keep the Confideration of each egnrely feparate, 'as the only means of determining upon ei f er.
