Estudia en particular los efectos del cambio climatico sobre los recursos hidricos en el Peru, concluyendo que lo mas critico son las crecientes amenazas de eventos hidrometeorologicos extremos. Analiza causalmente los conflictos por el agua. No encuentra evidencia que sean principalmente generados por la escasez de agua, sino por la prevalencia de problemas estructurales nacionales y por la percepcion de amenaza que tienen los actores sociales locales."
