Encounters between cultures are also encounters between knowledge systems. This volume brings together a number of case studies that explore how some knowledge in cultural contact zones becomes transient, evanescent, and ephemeral. The essays examine various aspects of cultural, especially colonial, epistemic exchanges, placing special emphasis on the fate of those knowledges that are not easily appropriated by or translated from one cultural sphere into another and thus remain at the margins of cross-cultural exchanges. In addition, the imposition of colonial power is unthinkable without the strategic deployment and use of knowledge; most colonial states, including those of Germany in the Baltic and in West Africa, were knowledge-acquiring machines - yet, acquisition always includes rejection, detainment and subjugation of recalcitrant epistemes. Bringing together insights from various scholarly disciplines, including literary studies, history, historical anthropology, and political science, the essays in this volume investigate how different or unfamiliar knowledge was, and in some cases still is, disarticulated by being belittled, discredited, and demonized. But they also show the strategies of resilience deployed by subjugated and subaltern people: the ways in which certain materials have escaped the coloniality of knowledge - how fragments and shards of other epistemologies remain inscribed in the polyphony and fuzziness of intercultural documents and archives.

The process of construction of national states had a decisive moment during the period of revolutions that spanned from the end of the eighteenth century until the mid-nineteenth century. Even if it was a generalized process throughout the Western world, the majority of social scientists that have analyzed it have based their theoretical models on the European and North American experiences. The Regional Seminar on Local Governments and Indigenous Peoples was organized because of the common interest and joint effort by the United Nations Development Programme (UNDP) Mexico, the UNDP Democratic Governance Practice Area of the Regional Bureau for Latin America and the Caribbean, the UNDP Regional Service Centre in Panama and UNDP's Bureau for Development Policies (BDP/DGG). The objective was to make better known the various initiatives in the region on issues concerning local governments and indigenous peoples. The seminar offered an opportunity to know, share and systematize lessons learned, progress made, obstacles encountered, and initiatives proposed in the region. In Latin America reflection about democracy and local governance has a central place. This is a key reason to strengthen channels for reflection and provide spaces where different local realities can be discussed. Doing so will give more elements to tackle the region's historic challenges in national settings that are marked by a distancing between citizens and politics and its actors. It will also enable us to confront the emergence or intensification of social phenomena that impede human development due to marginalization, inequality, discrimination, insecurity and increasing violence.
