Excerpt from Constitutional Conventions in Illinois The Fiftieth General Assembly adopted a resolution favoring the assembling of a Constitutional Convention in this State. The question of assembling a Constitutional Convention to revise, alter or amend the Constitution of Illinois will be submitted to the voters at the general election to be held on the fifth day of November, 1918. This bulletin is prepared in the hope that it Will be of assistance to the people, Who, on November fifth of this year, must decide Whether or not a convention shall be assembled. A detailed treatment of all questions relating to a convention is, of course, impossible. But, for the purpose of assisting the voter in determining Whether he shall vote for or against the resolution adopted by the General Assembly in 1917, an attempt is here made to present, as briefly and concisely as possible, a discussion of the more important of such questions. This paper, however, is not intended as an argument for or against the assembling of a convention. Its only purpose is to discuss fairly and impartially the main issues raised by the adoption of the resolution for a Constitutional Convention.
