This edited volume provides a variety of insights into the context in which ocean and wetlands policy is placed at the sub-continental level. Civil society participants have voiced concerns that the environmental problems that were the subject of multilateral environmental agreements negotiated during the 1992 Rio processes are not serving to ameliorate global environmental problems. These concerns raise significant questions regarding the utility of negotiating agreements through the UN. This book elucidates the complexity of how participants engage in these negotiations through the various processes that take place under the auspices of the UN—primarily those related to climate and biological diversity. By taking an ethnographic approach and providing concrete examples of how it is that civil society participants engage in making policy, this book develops a robust sense of the implications of the current terrain of policy-making—both for the environment, and for the continued participation of non-state actors in multilateral environmental governance. Using data gathered at actual negotiations, the book develops concepts such as participation and governance beyond theory. The research uses participant observation ethnographic methods to tie the theoretical frameworks to people’s actual activities as policy is generated and contested. Whereas topics associated with global environmental governance are traditionally addressed in fields such as international relations and political science, this book contributes to developing a richer understanding of the theories using a sociological framework, tying individual activities into larger social relations and shedding light on critical questions associated with transnational civil society and global politics.

Canada’s economic and social development has benefited immensely from centuries of marine shipping. Today, the industry supports economies from coast to coast to coast, shipping hundreds of millions of tonnes of cargo, ranging from fuels to food, to consumer goods lining store shelves. The shipping industry is important to the livelihood of Canadians, but has also faced increased public scrutiny in recent years. The risks associated with opening the Arctic to greater ship traffic, increasing marine shipments of oil from Canada’s oil sands, and the growth in vessel size, especially of container ships, have all contributed to this discussion. Recognizing the need for consensus-building research in this area, the Clear Seas Centre for Responsible Marine Shipping asked the Council of Canadian Academies to convene an expert workshop to identify the risks associated with commercial marine shipping in major Canadian shipping regions. The final workshop report, Commercial Marine Shipping Accidents: Understanding the Risks in Canada, identifies the risks of commercial marine shipping accidents across Canada’s regions and for different cargo types, while highlighting gaps in understanding and areas for further research. The workshop report brings together perspectives from academia, government, and industry and is informed by evidence from a survey of the marine shipping community and an extensive review of the existing literature. It can be used as a tool for policy-makers to help inform decisions related to managing the risks of commercial marine shipping accidents. Overall, this workshop report seeks to contribute to a national dialogue about acceptable levels of risk in commercial marine shipping.
