Since the 2007-2009 financial crisis, regulators have made significant changes to the regulatory environment. Chapter 1 examines the data regulators use to measure small business lending, as well as the extent of any regulatory effects on the amount of community banks' small business lending and their lending processes, changes in bank populations, and financial performance. Chapter 2 examines (1) the regulations community banks and credit unions viewed as most burdensome and why, and (2) efforts by depository institution regulators to reduce any regulatory burden.
