This book is open access under a Creative Commons license. This authoritative book presents the ever progressing state of the art in evaluating climate change strategies and action. It builds upon a selection of relevant and practical papers and presentations given at the 2nd International Conference on Evaluating Climate Change and Development held in Washington DC in 2014 and includes perspectives from independent evaluations of the major international organisations supporting climate action in developing countries, such as the Global Environment Facility. The first section of the book sets the stage and provides an overview of independent evaluations, carried out by multilateral development banks and development organisations. Important topics include how policies and organisations aim to achieve impact and how this is measured, whether climate change is mainstreamed into other development programs, and whether operations are meeting the urgency of climate change challenges. The following sections focus on evaluation of climate change projects and policies as they link to development, from the perspective of international organisations, NGO’s, multilateral and bilateral aid agencies, and academia. The authors share methodologies or approaches used to better understand problems and assess interventions, strategies and policies. They also share challenges encountered, what was done to solve these and lessons learned from evaluations. Collectively, the authors illustrate the importance of evaluation in providing evidence to guide policy change to informed decision-making.

This book explores the possibilities and scope of facilitating innovation and transfer of the environmentally sound technologies in the Post-Paris climate era. The possibilities to be explored by the book will first focus on the roles of the climate finance and technological cooperation mechanisms in innovation and transfer of environmentally sound technologies. Secondly, the book will focus on role of the ‘flexible mechanism’ (i.e. indirect financial mechanisms), which has been re-introduced by the Paris Agreement as ‘voluntary cooperation’ or ‘sustainable development’ mechanism in innovation and transfer of environmentally sound technologies. Thirdly, the book will contain a comparative analysis regarding efficiency of the technology transfer mechanism under global climate regime in comparison with technology transfer mechanism that exists under other multilateral environmental agreements (MEAs). In addition to the above, since the issues of trans-boundary technology transfer is also a matter of concern for international trade, the book will discuss to what extent the international trade related laws e.g. intellectual property laws, investment related laws governed by the World Trade Organizations (WTO) can play role in facilitating transfer of the environmentally sound technologies. Another important aspect that this book will cover is potential roles which private sectors can play in innovating and transferring environmentally sound technologies under above-mentioned instruments of international law. In short, this book will be based on the argument that if global climate regime and the international trade regime collaborate each other in creating enabling environment and attracting private sector to invest in the field of environmentally sound technologies, the global challenges of innovation and transfer of the environmentally sound technologies to the developing and least developed countries can be fulfilled in more efficient manner. The problems related to the process of industrialisation such as biodiversity depletion, climate change and a worsening of health and living conditions, especially but not only in developing countries, intensify. Therefore, there is an increasing need to search for integrated solutions to make development more sustainable. This book profiles various cases that are emerging in addressing global challenges in the context of SDGs for society in the era of climate change and covers case studies of projects being undertaken to tackle biodiversity, food security, climate change, energy and water security. The book is written by 37 authors, and will appeal to various stakeholders including academics working within the identified thematic areas, policy planners, development agencies, governments and United Nations agencies. The adoption of the Sustainable Development Goals (SDGs) in 2015 ushered a new era in the global development agenda as the world transitioned from the Millennium Development Goals (MDGs). The new era of SDGs that are all-inclusive, unlike the MDGs with the focus now being on ensuring human success that is predicated on environmental protection. The year 2020 marked five years post the adoption of the SDGs with increased calls for stock-taking of progress made amid strong calls for a decade of action to accelerate the delivery of the SDGs by 2030. These calls have been louder now given the impact of the COVID-19 pandemic, which reset the global economy and increased intensity of extreme weather events across the world. Since climate change has emerged as one of the biggest threats to the achievement of the SDGs, there has been growing concerns on its impact on biodiversity loss and the extinction of some species. There are also concerns regarding increased food insecurity at the household level in some parts of the world, particularly in Asia and Africa. With the demand for climate change action on the increase, there have also been growing calls for the big carbon emitters to drastically cut their emissions and invest in clean energy to save the planet by following development pathways making emissions stay under the 1.5°C increase in temperature.
