Political discourse in contemporary China is intimately linked to the patriotic reverie of restoring China as a great civilisation, a dream of reformers since the beginning of the twentieth century. The concept and use of suzhi – a term that denotes the idea of cultivating a ‘quality’ citizenship – is central to this programme of rejuvenation, and is enjoying a revival. This book therefore offers an accessible and comprehensive analysis of suzhi, investigating the underlying cultural, philosophical and psychological foundations that propel the suzhi discourse. Using a new method to analyse Chinese governance – one that is both historical and discursive in approach – the book demonstrates how suzhi has been made into a political resource by the Chinese Communist Party-State, journeying from Confucianism to socialism. Ultimately, it asks the question: if we cannot rely on Western models of governance to explain how China is governed, what method of analysis can we use? Making use of over 200 Chinese-language primary sources, the book highlights the link between suzhi and similar discourses in post-Mao China, including those centring on notions of ‘civilisation’, ‘harmonious society’ and the 'China dream'. This book argues that a major part of the Chinese government’s road map, formulated in 2017, to modernise China comprehensively by 2049 is the process of social disciplining. It contends that the Chinese state sees that modernisation and modernity encompass not only economic and political–administrative change but are also related to the organisation of society in general and the disciplining of this society and its individuals to create people with “modernised” minds and behaviour; and that, moreover, the Chinese state is aspiring to a modernity with “Chinese characteristics”. The question of modernising by disciplining was extensively dealt with in the twentieth century by leading Western social scientists including Max Weber, Norbert Elias and Michel Foucault, who argued that disciplining, extending from external coercion towards the internalisation of restraints, is indispensable for achieving social order and thereby for “civilisation” –but defined from a European perspective, in relation to developments in Europe. This book therefore not only discusses the Chinese experience of social disciplining, but also, by looking at a non-Western society, identifies universal tendencies of societal change and social disciplining and separates them from particular occurrences.

Two assumptions prevail in the study of Chinese citizenship: one holds that citizenship is unique to the Western political culture, and China has historically lacked the necessary conditions for its development; the other implies that China is an authoritarian regime that has always been subject to autocratic power, in which citizens and citizenship play a limited role. This volume negates both assumptions. On the one hand, it shows that China has its own unique and rich experiences of the emergence, development, rights, obligations, acts, culture, education, and sites of citizenship, indicating the need to widen the scope of citizenship studies to include non-Western societies. China's citizenship challenge tells a story of how labour NGOs contest migrant workers' citizenship marginalisation in China. This book explores the complexities of cultivating ‘Confucian individuals’ through classics study in contemporary China by drawing on the individualization thesis and its implications for the Confucian education revival.
