"This report revises and updates an earlier comprehensive plan prepared in 1965 by Harland Bartholomew and Associates. The plan includes a housing section, not previously included in the existing report, a revised central business district plan, transportation plan and a park plan which includes a linear park and trail concept which would utilize, in part, the floodplain of Beaver Creek, a stream passing through the city. The transportation plan section is coordinated with planning proposals and criteria of the Nebraska Department of Roads"--Page [ii].
