This study identifies potential aviation technology development and procurement strategies, presents a general model of the options available to developing countries, and applies that model to explain Chinese procurement and aviation technology acquisition efforts over the last 60 years. The model articulates three main technology procurement avenues: purchase (buy), indigenous development (build), and espionage (steal), and three subavenues: reverse engineering (combining buy/steal and build), coproduction (combining buy and build), and codevelopment (combining buy and build, with an emphasis on build). It examines the costs, benefits, and tradeoffs inherent in each approach. Four variables influence decisions about the mix of strategies: (1) a country's overall level of economic development, in particular the state of its technical/industrial base; (2) the technological capacity of a country's military aviation sector; (3) the willingness of foreign countries to sell advanced military aircraft, key components, armaments, and related production technology; and (4) the country's bargaining power vis-avis potential suppliers.

From one of our most influential journalists, here is a timely, vital, and illuminating account of the next stage of China’s modernization—its plan to rival America as the world’s leading aerospace power and to bring itself from its low-wage past to a high-tech future. In 2011, China announced its twelfth Five-Year Plan, which included the commitment to spend a quarter of a trillion dollars to jump-start its aerospace industry. In China Airborne, James Fallows documents, for the first time, the extraordinary scale of China’s project, making clear how it stands to catalyze the nation’s hyper-growth and hyper-urbanization, revolutionizing China in ways analogous to the building of America’s transcontinental railroad in the nineteenth century. Completing this remarkable picture, Fallows chronicles life in the city of Xi’an, home to 250,000 aerospace engineers and assembly-line workers, and introduces us to some of the hucksters, visionaries, entrepreneurs, and dreamers who seek to benefit from China’s pursuit of aeronautical supremacy. He concludes by explaining what this latest demonstration of Chinese ambition means for the United States and for the rest of the world—and the right ways for us to respond.

This volume describes the most salient changes faced by key Chinese industry sectors as defining components of global and domestic macroeconomic performance. Set within the context of the Global China 2049 initiative, which aims to transform the country into a fully advanced and developed nation, chapters focus specifically on industrial policies that are considered to be one of the main determinants of Chinese growth. Covering sectors such as healthcare, aerospace, microprocessors and other data driven industries, chapters highlight the pitfalls and anticipated successes of Chinese firms operating in the global competitive market. Importantly, the book fosters debate on how Chinese industries will achieve competitive growth in the post-pandemic era. Ultimately the book discusses the likelihood of China achieving a leading position in terms of processes and innovation and suggests a road to future research on China’s industrial trajectory. Francesca Spigarelli is Associate Professor of Applied Economics, at the University of Macerata and Director of the China Center. She is Vice Rector for Entrepreneurship and Technological Transfer and for European research policy and is member of the board of Chinese Globalization Association (www.chinagoesglobal.org). John McIntyre has been Director of the Georgia Tech Center for International Business Education and Research (CIBER), a national center of excellence, since 1993 and a full Professor of International Business Management and International Relations with joint appointments in the College of Management and the Sam Nunn School of International Affairs of the Georgia Institute of Technology, Atlanta, Georgia.
