China’s relations with its neighbors have evolved since 1949, and in the 21st century many scholars argue that China’s rising power has led it to be increasingly domineering over those smaller countries in Northeast, Southeast, Central, and South Asia. The evolution of China’s regional relations needs to be examined comprehensively, since China counts twenty-seven countries as its "neighbors" large and small. While China’s official policy toward all of these countries is to treat them as "good neighbors" and "partners," some of these relationships have been spectacularly deteriorating, while others have been quietly improving over the last two decades. Jackson takes a comparative foreign policy approach, and compares China’s status as a regional hegemon with the United States, Russia, India, Brazil, South Africa and Nigeria. The result is a broader theory as to why regional powers are sometimes intimidating and at other times accommodating. An important contribution to studies on China, this book will prove useful to scholars and students in Chinese and Asian foreign policy, comparative foreign policy, and international relations.

The conduct and content of China's foreign policy has undergone a remarkable transformation over the last few decades. From being a relatively isolated and marginal player in international affairs only a few decades ago, China is once again a great power, especially in Asia where it has historically been the dominant force. One of the key challenges this transformation in China's international standing presents, however, is the way it manages its relations with its regional relations, many of which have been difficult and, at times, even dangerous. Although there is now growing interest in China s international role, surprisingly little research has been conducted on its pivotally important regional relations in a comparative perspective. This dissertation addresses this lacuna by analysing the evolution of China's regional foreign policies in Asia from 1991 to 2011. The emphasis in the dissertation is on policies rather than policy because there are subtle but important differences in the content and conduct of regional policy in different regions and across different issue areas. Indeed, policy in some regions, I argue, is distinctively shaped by a contingent, historically-specific array of factors that produce significant variations in policy goals and outcomes. I develop this hypothesis through a detailed analysis of the conduct and content of China's policies in Southeast Asia, Northeast Asia, Central Asia and the Asia-Pacific. To explain these differences in policy outcomes, I employ an increasingly influential approach to international relations theory known as 'analytical eclecticism'. This methodology, which draws on insights from the main theoretical paradigms to develop a more complete picture of international behaviour, is especially appropriate in China's case where a complex array of factors are at work in shaping Chinese foreign policy. Crucially, however and the reason analytical eclecticism is especially useful and illuminating these factors have different weights and degrees of influence in different regions. Simply put, the argument of this dissertation is that China's increasingly sophisticated regional policies are driven by multiple factors. While there may be some common themes in the pursuit of China's 'national interest' and the articulation of its 'grand strategy', such ambitions and goals are articulated and realized in different ways in the various sub-regions of Asia. Thus, China s policy priorities are different in subtle but important ways. The principal contribution of this dissertation helps us to understand how and why.

This volume offers to compare and explain variances of regionalism in Asia by disclosing the distinctive features of regional arrangements and how they evolved during the 1990s and 2000s against the background of a changing global environment. Moreover, it takes up a genuinely ‘inter-Asian’ perspective. By analysing and comparing diverse manifestations of regional integration agreements across Asia and its different sub-regions, it sets out to track their common characteristics and sub-regional facets with respect to their establishment, design and consequences. In addition, political processes accompanying their negotiation and implementation are scrutinized. The analysis encompasses nine case studies written by renowned scholars who together as a group combine an extraordinary mixture of different disciplinary backgrounds as well as expertise on shapes and processes of regional integration in different parts of Asia. The case studies seize on some of the most important features and controversial issues characterizing the second regionalism. Such are the emergence and impact of overlapping FTAs, regional financial and sub-regional economic integration and cooperation, power and the politics of regional integration as well as the nexus between conflict resolution, state failure and regional integration.

The book's accessible theoretical framework is designed to enable comparative analysis, helping students discern patterns to understand why a state acts as it does in foreign affairs.

The book examines the rising influence of emerging powers in global politics, with a special focus on the BRIC countries (Brazil, Russia, India, China). Chapters contributed by international scholars first look at the changing status of the US in the 21st century and at the EU as both an emerging and innovative power. China's rising power status, India's regional and global influence, Russia's re-emergence, and Brazil's growing regional and international role are then analyzed comparatively to explain how the BRIC states are poised to become vital players not only in politics and economy, but also in key international concerns such as terrorism, globalization, and climate change. The book provides a detailed analysis of political, economic, security, and foreign policy trends in the BRIC countries to address such questions as to whether they will seek to revise the international order or work within it and how they will deal with transnational global problems. Using a unique comparative approach, the text will appeal to undergraduate students in world politics, international relations, and foreign policy.

China’s emergence in the 21st century to the status of great power has significant implications for its relationship with the United States, the sole superpower in the post-Cold War World. Now that China is rising as an economic, political, and military power and has expanded its diplomatic activism beyond Asia into Europe, Latin America, Africa, and the Middle East, its rise has profoundly transformed its relationship with the US and compelled leaders in both countries to redefine their positions toward each other. This book, written by leading scholars and policy analysts from both the US and China, explores the transformation and multifaceted nature of US-China relations, including how the political elite in both countries have defined their strategic objectives in response to China’s rise and managed their relations accordingly. It provides an up-to-date analysis on the policy adjustments of the last decade, and covers all the important issue areas such as security, nuclear deterrence, military modernization, energy, trade and economic interaction, and Asia-Pacific power reconfiguration. It does not seek to confirm either an alarmist or optimistic position but presents different views and assessments by foreign policy specialists with the hope that leaders in Washington and Beijing may make positive adjustments in their policies to avoid confrontation and war. It will also be an invaluable resource for students and scholars of US and Chinese politics, international relations and comparative politics.
