A long history of migration, trade, and shared interests links China to Latin America and the Caribbean. Over the past twenty years, China has increased direct investment and restructured trade relations in the region. In addition, Chinese public sector enterprises, private companies, and various branches of the central government have planned, developed, and built a large number of infrastructure projects in Latin America and the Caribbean, such as dams, roads, railways, energy grids, security systems, telecommunication networks, hospitals, and schools. These projects have had a profound impact on local environments and economies and help shape the lived experiences of individuals. Each chapter in this volume examines how the impact of these infrastructure projects varies in different countries, focusing on how they produce new forms of global connectivity between various sectors of the economy and the resulting economic and cultural links that permeate everyday life.

Since its inaugural issue November 2020, through diligent effort and teamwork by our editors, our New York-based Contemporary China Review has published four issues in Chinese, and now the second issue in English. Contemporary China Review has established itself with a growing reputation, attracted attention from scholars and libraries (including Library of Congress) among the academia, drew recognition from experts in think tanks specialized in U.S.-China relations, and received praises among the community of Chinese-language publication worldwide. Contemporary China Review has been fulfilling its mission to provide independent Chinese intellectuals and scholars around the world with an open and free platform to discuss their research findings and express their opinions, especially now that the Chinese Communist Party (CCP) totalitarian regime has almost completely suppressed the freedom of speech and freedom of press in the most parts of Chinese-speaking world. We are very excited to include in this issue many in-depth commentaries by various scholars and experts on current affairs in China and America.

This volume brings together an international team of prominent scholars from a range of disciplines, with the aim of investigating the many facets of the Chinese Communist Party’s 100-year trajectory. It combines a level of historical depth mostly found in single-authored monographs with the thematic and disciplinary breadth of an edited volume. This work stands out for its long-term and multiscale approach, offering complex and nuanced insights, eschewing any Party grand narrative, and unravelling underlying trends and logics, composed of adaption but also contradictions, resistance and sometimes setbacks, that may be overlooked when focusing on the short term. Rather than putting forward an overall argument about the nature of the Party, the many perspectives presented in this volume highlight the complex internal dynamics of the Party, the diversity of its roles in relation to the state, as well as in its interaction with society beyond the state. Our historical approach stresses impermanence beyond the apparent permanence of the Party’s organisation and ideology while also bringing to light the recycling of past practices and strategies. Looking at the Party’s evolution over time shows how its founding structures and objectives have had a long-lasting impact as well as how they have been tweaked and rearranged to adapt to the new economic and social environment the Party contributed to creating.

Regional and International Cooperation in South America After COVID

This volume analyses South American regional and international cooperation during the COVID19 crisis started in 2020. Across thirteen chapters a collection of leading experts address how regional collaboration has developed, evolved, and recoiled. The chapters explore the state of regionalism at the pandemic surge and the challenges and opportunities this situation has opened for regional and international cooperation. Authors analyze the role of extra-regional powers and traditional regional leaders during the pandemic, identifying the extent to which regional cooperation has been possible across several policy agendas. They argue that fragmented visions of regionalism, ideological polarization, and weak leadership, has prevailed from before the pandemic which, accompanied by adverse interactions among major powers, has ensured that cooperation has remained bilateral rather than regional. Ultimately all these factors have created a complex scenario in which disintegration dynamics have emerged, darkening, even more, the South American regional panorama. Regional and International Cooperation in South America After COVID will be an invaluable resource for students, scholars and policy specialists of regionalism and regional integration, Latin American studies, international relations and international political economy.

This volume focuses on Chinese economic statecraft during the first decade of Deng Xiaoping’s reform and opening-up policies, from 1978 to 1989. During these years, Chinese economic engagement with the external world was tentative and experimental, with long-term strategies still decidedly under development. Prominent topics covered are China’s efforts to steer an economic course tailored to and representing what Deng Xiaoping famously described as “socialism with Chinese characteristics”; China’s quest for advanced science and technology; China’s dealings with international economic institutions, especially the World Bank; China’s engagement with other powers, including Japan, the United States, the ASEAN nations, and Europe; and the role of non-governmental organizations, including foreign policy think tanks, exchange groups, and educational institutions, in developing Chinese economic thinking and methodology during this decade. Contributors also focus on how elements of the Chinese military turned to building China’s new economic infrastructure, and on Chinese efforts to break into foreign markets. The volume ends with an overview and reassessment of earlier findings on Chinese economic statecraft in these years, by one of the leading Chinese experts on the PRC’s international policy.
