Young people who leave care with few or no educational qualifications are at very high risk of social exclusion in adulthood. Yet in the past their education has attracted little attention from researchers or professionals. Residential child care is a crucial, though relatively neglected area of social work. And yet, revelations of abuse and questions of effectiveness have led to increasingly regulatory and procedural approaches to practice and heightened political and professional scrutiny.
