There has been a heated debate about whether chaos theory can be applied to the dynamics of the human brain. While it is obvious that nonlinear mechanisms are crucial in neural systems, there has been strong criticism of attempts to identify at strange attractors in brain signals and to measure their fractal dimensions, Lyapunov exponents, etc. Conventional methods analyzing brain dynamics are largely based on linear models and on Fourier spectra. Regardless of the existence of strange attractors in brain activity, the neurosciences should benefit greatly from alternative methods that have been developed in recent years for the analysis of nonlinear and chaotic behavior.

Fractal analysis has entered a new era. The applications to different areas of knowledge have been surprising. This book contains all invited contributions of an interdisciplinary workshop of the UNESCO working group on systems analysis of the European and North American region entitled "Stochastic Phenomena and Chaotic Behaviour in Complex Systems". The meeting was held at Hotel Winterthalerhof in Flattnitz, Karnten, Austria from June 6-10, 1983. This workshop brought together some 20 mathematicians, physicists, chemists, biologists, psychologists and economists from different European and American coun tries who share a common interest in the dynamics of complex systems and their ana lysis by mathematical techniques. The workshop in Flattnitz continued a series of meetings of the UNESCO working group on systems analysis which started in 1977 in Bucharest and was continued in Cambridge, U.K., 1981 and in Lyon, 1982. The title of the meeting was chosen in order to focus on one of the current problems of the analysis of dynamical systems. A deeper understanding of the vari ous sources of stochasticity is of primary importance for the interpretation of experimental observations. Chaotic dynamics plays a central role since it intro duces a stochastic element into deterministic systems.

Neural Networks have been the theater of a dramatic increase of activities in the last five years. The interest of mixing results from fields as different as neurobiology, physics (spin glass theory), mathematics (linear algebra, statistics ... ), computer science (software engineering, hardware architectures ... ) or psychology has attracted a large number of researchers to the field. The perspective of dramatic improvements in many applications has lead important companies to launch new neural network programs and start-ups have mushroomed to address this new market. Throughout the world large programs are being set-up: in Japan the government has committed more than $18 million per year to its 20 year Human Frontier Science program; the DARPA and the US Navy have alloted more than $10 million per year each and other US government agencies are contributing to important but less ambitious programs. Neural networks are also a major research are in the supercomputing initiative. Europe has from the beginning taken an active part in funding major projects in the new field with BRAIN, BRA, ANNIE and PYGMALION (Esprit).
