Developing countries, including as small states and least developed countries (LDCs), continue to face significant challenges within the global trading system. Action is required to allow them to overcome disadvantages and achieve sustainable levels of income from trade. This study provides a fresh perspective on how measures can be taken to enhance the participation of small states, many of which are Commonwealth countries, in the multilateral trading system. It contributes to the ongoing general debate about reforming the World Trade Organization and global trade governance.

At a pivotal point in the history of the WTO, when development issues are at the heart of negotiations, how the larger and more powerful members address the legitimate concerns of its poorest and most vulnerable members will shape the perception of the institution throughout the century. This book aims not only to document almost ten years of experience of small states with the WTO but also to explain this experience. It takes an evidential theory approach to explaining the features characteristic to the trade and economic development of small island states. It then highlights the issues of concern to these states in relation to negotiations at the WTO. The experience of the African Caribbean and Pacific (ACP) countries with the WTO dispute settlement mechanism is discussed, and the book ends with a discussion of key negotiating issues for the island states and institutional arrangements to facilitate reform.

This book will explore the reorientation of the foreign policy direction of the Caribbean from traditional partners in the western hemisphere towards partners in the Asia-Pacific region. In particular, it will examine the Caribbean’s interest in increasing its engagement with China and Japan and will also investigate the opportunities and challenges for Caribbean states to deepen relations with these two countries. Opportunities include economic assistance, investments, diversification of trading partners and infrastructural development. However, with these benefits are disadvantages which relate to certain conditionalities attached to economic assistance, a widening trade deficit and on amore domestic level, challenges to regional integration which can hinder the extent and direction of these relationships. The book will also examine the main motivations behind China and Japan’s interest in the Caribbean region, premised on the argument that they are based on economic development, political security and global status. Case studies will be presented examining inter alia, the “One China Policy” in the region. As China continues to rise to power, Japan has been increasing its activities in a bid to stay relevant regionally and internationally. In examining the Caribbean’s engagement with China and Japan, a principally qualitative approach is employed by using case studies which entails the in-depth exploration of events, activities, and processes. Case studies of two Caribbean countries, Jamaica and Grenada and their engagement with China and Japan will be presented.

The main objective of this report is to help policymakers in the Caribbean design an agenda of policy actions to accelerate trade integration and growth and reduce poverty. The report is a joint response from the World Bank and the Organization of American States (OAS) to a demand statement from the member states of CARICOM, formulated by the Caribbean Regional Negotiating Machinery and the CARICOM Secretariat, to strengthen the analytical underpinnings of the linkages between trade, economic growth, and poverty. It aims at centering the Caribbean's next round of trade reforms and its overall agenda around trade on these key thematic areas. The report provides an overview of the economic and trade system context of the Caribbean, under which the new trade environment is operating. It then discusses the opportunities and challenges for the Caribbean associated with the new trade environment. It finally quantifies the gains from global trade integration using a dynamic macroeconomic analysis. The report provides policy priorities to accelerating Caribbean integration into the world economy and to reap the benefits of global competition. Each part of the report focuses on a key question and adds value by providing an in-depth analysis of the issues raised and laying the foundations for policy recommendations described in the last chapter of the report: * Part I (Overview of economic and trade system context): is Caribbean's economic and trade system sound enough to sustain the new era of its global trade relations which is being shaped? * Part II (Focuses on the analysis of the new opportunities and challenges of the new trade environment): what are the opportunities and challenges that the new trade environment offers to the Caribbean? * Part III (Presents an assessment of the impact of the EPA on growth and poverty using two types of macroeconomic models): what are the gains in terms of growth and poverty reduction of the recently negotiated EPA?

The conventional wisdom is that small developing countries exert limited—if any—influence on the foreign policy of superpowers, in particular the United States. This book challenges that premise based on the experience of the small developing country of Jamaica and its relations with the United States. It raises the question: if the foreign policy of the United States can be influenced by even a small developing country, should Washington be worried?

The Caribbean is made up of a complex, enigmatic region, characterised by great disparities in size, population, geography, history, language, religion, race and politics. This is a region in which harmony and discord work in tandem, trying to link economic logic with political logic. This book is a useful tool not only for those specialists and students of regionalism but for all those putting their hands to the task of nation-building and those interested in the development processes of small states and economies. At the same time, this book is a comprehensive historical record especially highlighting hindrances to development in this region. This study raises two important issues: the ‘political imperative of convergence’ and the need for ‘appropriate correcting mechanisms’ that align the needs of the local with the regional. It is a volume that underlines the need for a change in strategy and makes proposals as to how to go about making those changes.
