This research was developed to produce usable and meaningful estimates for work zone capacities under a variety of roadway and traffic conditions, work zone configurations, and lane closure scenarios within Texas. Using data collected at eighteen work zone sites, the research presents updated guidance for expected capacities of various freeway work zone lane closure configurations. In addition, models used to evaluate traffic conditions in work zones were evaluated and recommendations for their use were made. Finally, recommendations concerning road user cost analysis for freeway construction projects are included.

Research was performed to determine total costs (construction and road user costs) and safety impacts associated with traffic control through work zones on rural four-lane, divided highways using single lane closure (SLC) versus two-lane, two-way traffic operations (TLTWO). An informational guide for use in selecting cost-effective traffic control strategies for proposed construction projects was also prepared. Construction data were collected from 51 construction projects in 11 States, and traffic capacity delay studies were conducted at 25 projects in 10 States. Guidelines are presented in this report for selection of the best traffic control alternative between SLC and TLTWO. A simplified procedure to estimate road user costs for SLC and TLTWO traffic control strategies is also included. This guide is Volume II of a two-volume series. Volume I (FHWA-RD-89-209) is the final report.

This report defines a work zone, its capacity, and how it is estimated. The importance of capacity is also mentioned since it is directly used in the calculation of user delay due to a work zone. The impact of delay on user costs is also discussed. A methodology is presented which relates queue delay with ADT. Queue delay due to a work zone is calculated using a plot between time, cumulative volume, and capacity. The area between the curves represents queue delay. Three software packages are evaluated for calculation of user delay and cost due to a work zone. None of them were adequate for calculating delay due to queue formation.
