This annual report monitors and evaluates agricultural policies in 54 countries, including the 38 OECD countries, the five non‐OECD EU Member States, and 11 emerging economies. It finds that despite some modest declines in recent years, support to agriculture has remained close to recent historical highs. While changes in support have been limited, agricultural policies have been both reactive and proactive, boosting the sector’s capacity to respond to current challenges while aiming to ensure that food systems are fit for purpose as future conditions evolve. This year’s report focuses on policies fostering sustainable productivity growth in agriculture. Governments are applying a large variety of approaches to improve productivity while preserving natural resources and reducing agricultural greenhouse gas emissions. The report notes, however, that clearly defined targets related to sustainable productivity growth and measurable indicators of progress are important to ensure that policies achieve their stated objectives. The report also notes that making more effective use of producer support to promote innovation and environmental sustainability on the farm, and refocusing overall support towards targeted R&D, can better leverage public spending to deliver public goods and sustainable productivity growth. In line with the 2022 OECD Agriculture Ministerial Declaration, the report identifies a seven-point policy agenda for making agriculture more sustainable, productive and resilient, and for improving the effectiveness and efficiency of agricultural support and markets.

In this study, an overview is presented of agricultural policies on manure and minerals, relating to the Nitrate Directive to remedy excessive surface- and groundwater contamination from intensive agricultural practices. Six countries belonging to the European Union were studied: the Netherlands, Belgium, Denmark, France, Germany and the United Kingdom. The policies and their legal incorporation were related to agricultural and environmental conditions in each country. In addition, an inventory was made of agricultural mineral poli cies in the United States and Canada. Conditions for livestock farming in North America differ considerably from those in Europe, but their solutions shed a different light on European policies. Research has shown that there are still very considerable mineral surpluses in many countries and regions. In both the Netherlands and in the Flemish part of Belgium, existing problems due to very high levels of manure production are structural rather than local and cannot easily be solved by transport of manure to other regions. To a lesser extent. Germany, Denmark and relatively small parts of France (Brittany) and the United Kingdom, still exceed the norms for an equilibrium fertilization. In Denmark, existing problems can probably be solved within the existing legislative framework. Changes in climate and climate variability have an effect on people's behaviour around the world, and public institutions have an important part to play in influencing our ability to respond to and plan for climate risk. We may be able to reduce climate risk by seeking to mitigate the threat on the one hand, and by adapting to a changed climate on the other. Another theme of the book is the integrated role of adaptation and mitigation in framing issues and performing analyses. Adaptation costs fall most heavily on the poor and special attention needs to be paid to adaptation by the poorest populations. An integrating framework is also presented to provide the context for an expansive typology of terms to apply to adaptation. The 12 papers collected here use methods from a variety of disciplines and focus on different time frames for decision making, from short term to the very long term. Readership: Technically trained readers familiar with the policy issues surrounding climate change and interested in learning the scientific underpinnings of issues related to societal adaptation.
