The implosion of the Russian empire fifteen years ago and the new wave of democratization opened a new field of inquiry. The most passionate advocates of Italy's unification in the nineteenth century possessed an almost limitless faith in the benefits of civic association. The European enlargement process culminating in 2004 was - as a follow-up to die Wende and the implosion of the Russian empire - an event of the same magnitude as 1815 and 1919. Like 1918-19, it was an “exit into history”, a momentous event in post-Westphalian Europe. Even if acceptance of ten new countries was premature, it was appropriate to the moment history provided. The presence of the “New kids on the block” meant both problems and prospects. The end of the cold war meant the fall of the iron curtain – but a mental remnant of the curtain remains, in terms of attitudes regarding civility, corruption, and transparency, and expectations for democratic politics. Several of the “new” countries are “late children of 1848”. For them, entering NATO was more important than joining the EU, and also preceded EU-membership. Poland is bigger than the other 2004 countries together and has a heavy historical legacy. It is - as Germany used to be - imprinted by its special path between East and West and fear of being encircled by enemies. Although the Building of Civil Society and Democracy in countries in transformation can draw on experiences from the countries already within the EU, there is no primrose path for EU-integration. It is, moreover, an irony that the new member states, as a result of the expectations for post-Communist politics, build institutions of a kind that are no longer sufficiently efficient for “old” Europe. The new countries became a full-scale experiment in rule by experts: now by neo-liberals instead of Communists. A common European public sphere and civil society might emerge, but its form remains visible only at the horizon.

This book assesses the quality of democracy in Poland from the collapse of communism in 1989 up to the 2011 parliamentary election. It presents an in-depth, empirically grounded study comparing two decades of democratic politics. Drawing on democratic theory and comparative politics, the book puts forward an evaluation of democracy based on four dimensions: representation, participation, competition and accountability. The book is an important contribution to debates on the performance of the new democracies in Central and Eastern Europe, where some scholars argue that there is a ‘democratic crisis’, that, after a period of democratic progress, most of these countries are experiencing democratic fatigue and that their democratic performance is poor. However, the Polish case shows that democracy is not in crisis - in fact, the quality of democracy in Poland has improved. The book shows that democratic quality stems from good democratic institutions. Moreover, the Polish case shows useful lessons that can be learnt by democratic reformers in countries that are undergoing the transition to democracy or are aiming to consolidate their democratic systems. It concludes that effective accountability, good representation and stable competition are vital.

The history of the Russian fascist movement in Harbin, Manchuria during the 1930s has become increasingly relevant to our understanding of modern Russia. As a railway junction and an important centre of the Jewish Diaspora, the city of Harbin became a focus of Russian emigration to Manchuria in the early 1930s, partly because of its proximity to the resource-rich Manchurian plains. In this multicultural and cosmopolitan setting the first Russian fascist groups were established. Based on an analysis of Russian civil society, Fascism in Manchuria sheds light on the impact of the newly-founded All-Russian Fascist Party on the Russian emigre community, employing the concept of 'dark' civil society. Suzanne Hohler demonstrates how fascist involvement in local civil society increasingly determined public opinion, examining the power of the military organizations, the symbols and style of the fascist organizations, the cult of the leader as well as the 'public-relations' activities of the fascist organizations and of the so-called Russian Club.
