This speech discusses the state of the economy and future prospects, an economy capable of creating numerous jobs, assistance for families, immigration and population growth, living within our means, and a financial framework. In addition, five appendices present the fiscal and budgetary measures, medium-term outlook for the Quebec government's financial position, the government's financial position and borrowings in the public sector, a review of the economic situation and outlook, and Quebec's point of view on federal tranfers to the provinces.
