Excerpt from Ninth Biennial Report and Industrial Directory of the Bureau of Labor Statistics and Inspector of Factories and Workshops of the State of Oregon: From October 1, 1918, to September 30, 1920 to His Excellency the Governor and the Thirty-First Legislative Assembly, Regular Session, 1921 Pursuant to the requirements of the statute of 1903, creating the Bureau of Labor Statistics and Inspector of Factories and Workshops, I have the honor of submitting to you the Ninth Biennial Report of the Bureau of Labor of the State of Oregon, covering the period from Octo ber 1, 1918, to September 30, 1920. During the past two years the work of the department has increased greatly over any preceding biennium, not only on account of new duties added by legislation passed at the regular and special sessions of the legislature in 1919 and 1920, but also because of the increased number of requests made for assistance in adjusting or unravelling complicated disputes. As provided by statute we also are submitting for your information some recommendations that the department feels should be presented and given consideration. It is the Opinion of this office that provision should be made for at least one woman in the department whose duties would be to make regular inspections of workshops in which women and children are employed, and to compel observance of laws, orders and rules affecting women in industry. Additional legislation should be passed to provide the necessary funds to properly carry out the provisions of Chapter 48, General Laws of Ore gon, 1920, known as the Safety Standard Act, particularly with reference to the inspection of boilers, elevators and electrical installations. Of all the complaints coming to the bureau for adjustment, the most common are claims for wages earned which the workers are unable to collect. This applies to both men and women, and additional legislation which would have a corrective effect on these abuses is recommended, for we know that to deal with the worker unjustly and to default in payment of wages earned is to encourage and breed dangerous radicalism.
