"The promulgated national emission standards would limit emissions of benzene from existing and new coke by-product recovery plants. The promulgated standards implement Section 112 of the Clean Air Act and are based on the Administrator's determination of June 8, 1977 (42 FR 29332), that benzene presents a significant risk to human health as a result of air emissions from one or more stationary source categories and is therefore a hazardous air pollutant.
