Digital technologies increasingly place new demands and expectations on the public sector. Realising the full potential these technologies hold is the key challenge for governmental organisations. In eGovernment, that potential is on the one hand in optimising the supply of online public services in line with user's needs, and on the other hand in increasing the usage of those services. The eGovernment Benchmark is a yearly monitoring instrument of the EC to provide insight into the use of information and communications technologies (ICT) in the public sector. The measurement evaluates the maturity of online public services in terms of user centricity, transparency, and use of key enablers. It also brings the dimension of cross-border service delivery, which is a truly European metric. The European front-runners in eGovernment are Malta, Estonia and Austria. These countries score highest in terms of overall maturity. Latvia, Lithuania and Finland follow close behind. In general, countries in the southeast of Europe score below the EU28+ average of 65%. There is a gap between the leaders and laggards in eGovernment in all four Top-level benchmarks of 42 p.p. Though this gap is sizeable, it has been narrowing in the last few years.

The European Commission has been measuring progress on the availability of eGovernment services through its EU eGovernment Benchmark reports since 2001. The EU eGovernment Benchmark Reports provide an increasingly relevant data-rich snapshot on the state of progress of eGovernment against the overall EU policy priorities contained in the EU eGovernment Action Plan, and provide useful insights to government officials, researchers and business. The EU eGovernment Benchmark Reports are currently well established and provide valuable information to the member countries for their digital government transformation. In recent interactions, Member States and participating countries1 have made calls for the Commission to go one step further in the data collection, analysis and reporting of the results, and to provide them with concrete actionable recommendations for improvement, which are not currently developed in the EU eGovernment Benchmark Reports. Therefore the Commission has ordered this study resulting in the current report ('eGovernment Benchmark actionable policy recommendations'), which provides three results: 1. Aspects which may have contributed to their score at the country level. 2. Critical Success Factors which have contributed to the success of eGovernment initiatives and programmes. 3. Key recommendations which can improve the countries' eGovernment score. The recommendations are included in country reports which list the main challenges and opportunities for each of the participating countries.
