The objective of this research project was to estimate the capital and operating costs associated with providing general public transportation and paratransit services in Topeka, Wichita, Lawrence, and Manhattan, Kansas over the next ten years (1997-2006). This report presents the results of the transit needs assessment for Topeka and the paratransit needs assessment for Manhattan. The results reported in the present study are based on a synthesis and extrapolation of existing data. The needs assessment is presented in aggregate financial terms.
