The World Bank is changing the way it does business in the energy sector. This Policy Paper is one of two that outlines the Bank's new policies for the sector. The review was prompted by concern about the effects of power generation on the environment and on populations that may be resettled to make way for projects. Another stimulus was the macroeceonomic reality of fewer investment resources in many countries. And many developing countries are becoming more receptive to reforming the way energy is produced and consumed. This paper credits the "public monopoly" approach of the last 30 years with facilitating expansion of power supplies, capturing technical economies of scale, and making effective use of scarce managerial and technical skills. Nonetheless, it recommends several new policies to improve the performance of the electric power sector in developing countries. These reforms will guide future Bank activities in the sector. Bank loans for electric power will go first to countries clearly committed to improving the performance of their power sectors. The Bank will also discourage subsidies on energy prices and will encourage private investment in utilities. And it will provide financing to help the least developed countries import power where local generation is not practical. World Bank Discussion Paper 244. Although many studies have analyzed the gender gap in primary and secondary education in developing countries, this study is one of the few that analyzes the gap at the tertiary, or university level. The authors track the patterns in women's access to and achievement in higher education, including student enrollment and access to faculty and administrative positions. The study also identifies successful strategies and measures for reducing the gender gap. Two issues are examined in this paper. Part I reviews how women have fared in the wake of expanded tertiary enrollments over the past three decades. Despite evidence proving the importance of women's access to higher education for economic growth, a pervasive gap remains, especially in Sub-Saharan Africa, the Middle East, and South Asia. The second part examines the World Bank's experience in projects designed to improve women's experience in higher education. The extent and severity of constraints varied across regions. Results are limited and many projects are still in progress. The findings suggest that countries with low per capita income levels and difficult social settings for women may have the greatest barriers to female participation. Even where social constraints are less severe, the programs for improving female education must respond to the demands of the labor market.

This volume reports on a conference held by the World Bank's independent Operations Evaluation Department (OED) to discuss the Bank's rote in global program partnerships. Based on the experience of the author, an IPE scholar and former trade policy consultant at the World Bank (WB), the book offers an in-depth exploration of the EU–WB relations, conceptualized as hybrid delegation.
