Many water utilities deal with water quality problems in the distribution system due to low water usage. This study uncovers the many problems of low usage and reports on the variety of mitigation practices used by North American utilities. An included CD-ROM provides decision support software to help utilities systematically weigh the costs and benefits of a variety of best management practices (BMPs) for mitigating the water quality issues caused by low usage and thus cutting down on customer complaints and higher distribution costs.

This volume brings together contributors from water regulators, and water suppliers in Europe and North America to discuss the main issues associated with reaching a cost-effective balance between microbial and chemical risks. Overviews of research are presented alongside illuminating case studies of the practical approaches taken by water companies and regulators on both sides of the Atlantic.

Many conservation programs seek to achieve multiple environ. objectives. Implementing a multi-objective program efficiently requires program managers to balance different environ. and cost objectives. Some conservation programs use an index approach to prioritize objectives and rank program applications. This approach keeps program objectives distinct and enables program managers to use weights to determine the relative importance of each objective. This report provides empirical evidence on the environ. and cost tradeoffs of different index weighting schemes at the USDA. The analyses take into account both land characteristics and how changes to an index affect producer decisions. Charts and tables. This is a print on demand report.

This manual is a source document for utilities that are considering a coagulant changeover. It is intended to provide an appreciation of what must be considered for a successful changeover based on the input of U.S. and Canadian utilities (Chapters 1 and 6). New regulatory requirements will likely have the broadest and most substantial impact on primary coagulant use (Chapter 3). The Interim Enhanced Surface Water Treatment Rule (IESWTR) and Stage 1 Disinfectant and Disinfection Byproducts Rule (Stage 1 DBPR) will make finished water requirements more stringent to address microbial removal and the impacts of disinfection. Enhanced Coagulation and/or other operational and treatment practices will be used to achieve these requirements. The science of coagulation (Chapter 4) requires a special focus to address the intricacies of coagulation chemistry. The manual provides a step-by-step methodology to conduct a coagulant changeover using a detailed protocol (Chapter 5) -- background, executive summary.
