This book provides a comprehensive analysis of the benefits and challenges of intensifying groundwater irrigation in Sub-Saharan Africa (SSA) for improving smallholder agrarian livelihoods. Only about 3% of the groundwater resources of Sub-Saharan Africa are used for irrigated agriculture despite the subcontinent’s relative abundance of groundwater. The majority of the region’s smallholders are highly dependent on seasonal dryland cropping, making them extremely vulnerable to uncertain weather patterns and droughts. Improved irrigation capabilities through sustainable groundwater development could unleash smallholder farming and make it a major driver of economic growth, poverty reduction, climate resilience, and improved food security. So, why is groundwater so underused? Tapping into groundwater requires a major shift in farming practices and it has its own challenges and requirements – smallholder access to land and finance for irrigation infrastructure and equipment, gendered and equitable adoption options. This whole list is framed in terms of what the smallholder farmers need. Hence, this should also be put in this context, supply chains, energy access, resource availability, and institutional support. The chapters in this book present a picture that is not only heterogeneous across the region, but also hold some common denominators. They serve to enrich the discourse and help better understand the barriers along the pathways toward the sustainable and transformative adoption of groundwater irrigation. Managed aquifer recharge (MAR) is the purposeful recharge of water to aquifers for subsequent recovery or environmental benefit. MAR is increasingly used to make water supplies resilient to drought, climate change and deteriorating water quality, and to protect ecosystems from declining groundwater levels. Global MAR has grown exponentially to 10 cu.km/year and will increase ten-fold within a few decades. According to estimates by the International Land Coalition based at the International Fund for Agricultural Development (IFAD), 57 million hectares of land have been leased to foreign investors since 2007. Current research has focused on human rights issues related to inward investment in land but has been ignorant of water resource issues and the challenges of managing scarce water. This handbook will be the first to address inward investment in land and its impact on water resources in Africa. The geographical scope of this book will be the African continent, where land has attracted the attention of risk-taking investors because much land is under-utilised marginalized land, with associated water resources and rapidly growing domestic food markets. The successful implementation of investment strategies in African agriculture could determine the future of more than one billion people. An important factor to note is that Sub-Saharan Africa will, of all the continents, be hit hardest by climate change, population growth and food insecurity. Sensible investment in agriculture is therefore needed, however, at what costs and at whose expense? The book will also address the livelihoods theme and provide a holistic analysis of land and water grabbing in Sub-Saharan Africa. Four other themes will addressed: politics, economics, environment and the history of land investments in Sub-Saharan Africa. This book is about the process of water management decentralization in African countries, which is seen as a means of advancing river basin management at the lowest appropriate level. There are very different stages of implementing decentralization in practice. This called for research aiming to understand the following questions: (i) why do some water agencies succeed more than others? (ii) What are the variables involved in such reform process? (iii) which variables have a positive or a negative impact on the implementation of decentralization processes? (iv) Which variables could be affected by policy interventions, and how? This study aimed to answer these questions through the following objectives: (i) analyze the factors that have potentially affected the results of decentralization process in SSA basins, and (ii) analyze the performance of decentralization process in SSA basins. Qualitative and quantitative approaches were used. The main findings are that water scarcity is a major stimulus to reform; water user associations, if not well prepared and trained, may deter the decentralization process; and being part of an existing treaty over an international basin helps foster the process. Conditions improving decentralization performance include: scarcity of water resources, longer period of implementation, bottom-up creation, and appropriate budgetary support.
