The focus of this research is to examine the Electronic Commerce/Electronic Data Interchange (EC/EDI) implementation plans within the Marine Corps and its various procurement offices. The primary intent is to evaluate the plan and determine if the Marine Corps can meet the Presidential Mandate that agencies adopt EC/EDI by 1997. This research analyzes, compares, and contrasts the plan to commercial EC/EDI implementation practies. Additionally, this thesis identifies the obstacles and virtues of the Corps' EC/EDI implementation plan. The Department of Defense (DoD) has emphasized Electronic Data Interchange (EDI) since 1988 when the Deputy Secretary of Defense issued a policy directive that EDI was to become 'the way of doing business' for DoD in the future. The focus of this research is on how private industry is implementing EDI, and specifically how EDI is being used in the procurement and acquisitions environment. The results from a survey of private industry showed that (1) EDI use will continue to grow in the procurement environment and that most impediments to EDI will be resolved with time and experience; (2) EDI must be adopted by the critical mass before the full benefits and savings will be recognized by DoD and industry; (3) top level management support and a detailed, well thought out strategic EDI plan are mandatory for successful implementation of EDI; and (4) the transaction sets currently being used by private industry for procurements and acquisitions limit DoD EDI opportunities for large purchases. Use of Electronic Commerce (EC)/Electronic Data Interchange (EDI) to support Department of Defense (DoD) procurement processes has been under consideration for some time. A 1988 Deputy Secretary of Defense memo calls for maximum use of EDI, based on 10 years of DoD EDI investigation and experiments. In 1990, Defense Management Review Decision 941 stated, 'The strategic goal of DoD's current efforts is to provide the department with the capability to initiate, conduct, and maintain its external business related transactions and internal logistics, contracting, and financial activities without requiring the use of hard copy media.' The EC in Contracting PAT membership reflected a broad cross section of Military Services and Defense Agencies working on a full-time basis for 60 days. The diversity of the EC in Contracting PAT ensured that the needs and concerns of all DoD components were addressed during the creation of the report. The resultant plan, therefore, represents a comprehensive approach for implementing EC throughout the DoD.
