El Sistema Nacional de Salud, los Sistemas Locales de Salud y los procesos de desconcentracion-descentralizacion han obligado a las autoridades del Sector a implantar politicas de capacitacion y a los responsables del proceso a buscar respuestas coyunturales, combinados con el desarrollo de escenarios futuros a traves del pensamiento estrategico, que permita a los servicios y al personal de salud desarrollar sus actividades permanentes dentro de una perspectiva de cambio integral. De ahi que esta situacion ha requerido, desde la optica de los Recursos Humanos en Salud, desarrollar acciones integrales que abarquen no solo al personal de salud en servicios, sino que tambien a escuelas formadoras. Es por esta razon que el Ministerio de Salud en coordinacion con el Programa de Adiestramiento en Salud de Centroamerica y Panama, llevaron a cabo este documento que recoge los antecedentes y orientaciones actuales del desarrollo de Recursos Humanos en Salud, mostrando un panorama general de la problematica de los recursos humanos, antecedentes del desarrollo de los recursos humanos, problemas a enfrentar, propuestas de trabajo futuro y recomendaciones del Consejo Tecnico Asesor de PASCAP.
