Excerpt from Annual Reports of the War Department for the Fiscal Year Ended June 30, 1905, Vol. 9: Report of the Chief of Ordnance Under this system the Officer controlling expenditures, having the reports of the percentage of work done from the officers In charge of the manufacture or purchases, can readily ascertain at any time whether or not he has the necessary funds to complete the work. In all cases of large expenditures, where the amounts involved are large, no possibility of exceeding the allotment is admitted if the system is properly carried out. This system was fully thought out and in Operation before Con gress enacted the recent law impressing upon officers in charge of expenditures the obligation of keeping expenditures within appro priations. Under the system above outlined it is not possible for an allotment to be exceeded when the records are kept up to date. It is obvious that as long as expenditures are kept within allotments appropriations can not be exceeded, for it is the primary duty of this Office to see that no allotments are made in excess of appropriations. Excerpt from Annual Reports of the War Department: For the Fiscal Year Ended June 30, 1897; Report of the Chief of Ordnance It is unfortunate that the publication of the annual report of these tests (its title is Tests of Metals, etc.) has heretofore been so long delayed after the preparation of the report that the public has thereby sometimes been deprived of information of a high value for from one to two years. Also, a late law has so restricted the number of these reports that may be printed that not one-third of those called for can be supplied. On this account the above somewhat lengthy summary of some of the more important tests is inserted here. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Excerpt from Annual Reports of the War Department for the Fiscal Year Ended June 30, 1904, Vol. 10: Report of the Chief of Ordnance In the work of this division of the office very great assistance is derived from the practice of having a preliminary examination made at the Manila Ordnance Depot of all returns rendered by officers in the Philippines. This saves the delay of waiting until returns can be sent to Washington and there examined, leaving the officers long in doubt of the result of the examination, and it enables the Ordnance Depart ment to correspond promptly with officers who make the returns and notify them of errors and omissions. It also relieves the Washington office of much of the routine work of examination, since the results are all outlined before the returns are received. In this way is has tened the settlement of accounts which would otherwise involve much difficulty. The following is a summary of the work done at the Manila Ordnance Depot under charge of the chief ordnance officer of the Philippines Division during the fiscal year.
