I recommend the ratification of the convention with the reserva tions made by our representatives. A conference of the directors of health of Pan American Govern ments was held in Washington, under the chairmanship of Surgeon General Cumming, as Director of the Pan American Sanitary Bureau, during which constructive progress was made in matters pertaining to Pan American public health and sanitation.
