One is by adding to and extending existing streets and establishing local streets as the demands of building require. The other is by providing a general plan as a basis for further develop ment - to the end that all new streets when laid out shall form parts of a comprehensive scheme which shall subserve the public as well as private interests. The first method has been tried by the city of Boston with most unsatisfactory results. The second method has been adopted and is now in practical Operation through the work of the Board of Survey. Sufficient progress has already been made to demonstrate its superiority over the old method, and the wisdom of the change is now 'generally conceded.
