Over the years real (inflation-adjusted) O & M cost have begun to level off. The objective of this report is to determine whether the industry and NRC initiatives to control costs have resulted in this moderation in the growth of O & M costs. Because the industry agrees that the control of O & M costs is crucial to the viability of the technology, an examination of the factors causing the moderation in costs is important. A related issue deals with projecting nuclear operating costs into the future. Because of the escalation in nuclear operating costs (and the fall in fossil fuel prices) many State and Federal regulatory commissions are examining the economics of the continued operation of nuclear power plants under their jurisdiction. The economics of the continued operation of a nuclear power plant is typically examined by comparing the cost of the plants continued operation with the cost of obtaining the power from other sources. This assessment requires plant-specific projections of nuclear operating costs. Analysts preparing these projections look at past industry-wide cost trends and consider whether these trends are likely to continue. To determine whether these changes in trends will continue into the future, information about the causal factors influencing costs and the future trends in these factors are needed. An analysis of the factors explaining the moderation in cost growth will also yield important insights into the question of whether these trends will continue.
