Emerging from the ruins of the Second World War, the Japanese economy has grown at double-digit rate throughout much of the 1950s and 1960s, and, when the oil crisis of the 1970s slowed growth throughout the industrialized world, Japanese growth throughout the industrialized world, Japanese growth rates remained relatively strong. There have been many attempts by scholars from a wide range of disciplines to explain this remarkable history, but for economists interested in the quantitative analysis of economic growth and the principal question addressed is how Japan was able to grow so rapidly. The contributors focus their efforts on the accurate measurement and comparison of Japanese and U.S. economic growth. Assuming that any sustained increase in real GNP must be due either to an increase in the quantity of capital and labor used in production or to the more efficient use of these inputs, the authors analyze the individual contributions of various factors and their importance in the process of output growth. These essays extend the methodology of growth analysis and offer many insights into the factors leading to the superior performance of the Japanese economy. They demonstrate that growth is a complex process and no single factor can explain the Japanese 'miracle.'

This report was prepared for the Policy Board by the U.S. and Japanese research staffs of the Joint U.S.–Japan Automotive Study under the general direction of Professors Paul W. McCracken and Keichi Oshima, with research operations organized and coordinated by Robert E. Cole on the U.S. side, in close communication with the Taizo Yakushiji on the Japanese side. [preface] In view of the importance of stable, long-term economic relationships between Japan and the United States, automotive issues have to be dealt with in ways consistent with the joint prosperity of both countries. Furthermore, the current economic friction has the potential to adversely affect future political relationships. Indeed, under conditions of economic stagnation, major economic issues inevitably become political issues. With these considerations in mind, the Joint U.S.–Japan Automotive Study project was started in September 1981 to determine the conditions that will allow for the prosperous coexistence of the respective automobile industries. During this two-year study, we have identified four driving forces that will play a major role in determining the future course of the automotive industry of both countries. These are: (1) consumers’ demands and aspirations vis-à-vis automobiles; (2) flexible manufacturing systems (FMS); (3) rapidly evolving technology; and (4) the internationalization of the automotive industry. This book describes various methods of analysis for ascertaining the effects of agglomeration economies, which are important for formulating regional economic policies. Specifically, it describes new analytical approaches using productivity and productive efficiency analyses as methods for understanding agglomeration economies. Additionally, the book provides application results for Japanese regions and proposes desirable regional policies. According to the new analytical methods advocated in this book, agglomeration economies are larger in major metropolitan areas than in local regions, and in the manufacturing sector than in the non-manufacturing sector. These results are consistent with general knowledge. Moreover, the majority of productivity growth pertaining to regional economies is explainable by improvements to accessibility. Improving accessibility for regions reduces transportation costs between them and strengthens agglomeration economies, which, in turn, enable the sustainable development of regional economies. Therefore, this book highlights the need not only to reinforce existing agglomeration areas, but also to form a network between these agglomerations and to strengthen it, so as to realize regional economic growth despite a decreasing population.
