We study two different operational scenarios for a regional air ambulance service-company which has bases in northern California. Two of these bases serve the land areas encompassed roughly in a circular area of radius 100 miles centered in Gilroy and Salinas, respectively; with a large part of their coverage areas reachable from either base. The base in Salinas currently operates one helicopter only from Thursday to Monday, whereas the base in Gilroy operates one helicopter 24/7. The company is considering extending the operation of one helicopter to 24/7 for its Salinas base. In this paper we analyze the operational impacts of that extension, and develop a framework that can be applied towards the study of the ambulance assignment problem faced by small operators.

To address an increase in fatal helicopter air ambulance accidents, the FAA is implementing new operational procedures and additional equipment requirements for helicopter air ambulance operations. This final rule also increases safety for commercial helicopter operations by revising requirements for equipment, pilot testing, and alternate airports. It increases weather minimums for all general aviation helicopter operations. Many of these requirements address National Transportation Safety Board safety recommendations, and are already found in FAA guidance. Given its characteristics and the complexity of its use and its environment, the helicopter is exposed to damage and a whole series of measures can be previewed to alientate this risk. The presentations concentrated on five main topics: 1. Crew training; 2. The different conditions of use; 3. The psycho-physiological component; 4. Survival equipment and methods; and 5. Accidents and their prevention. A careful reading of the papers presented at the symposium will enable both specialists and decision-makers to make a summary assessment of the constraints of the missions on the one hand, and on the other, of the new methods of protection and training and the new technologies which will enable aircrew to carry out their missions in a safer environment.
