It is a privilege to be here today to talk to you a bit about the budget that the Administration has recommended to the Congress for fiscal year 1995 for the Depart ment of Agriculture. What we have done is issue a little book that we call the Budget Summary Book, which seems to get longer and longer each year. The Budget Summary Book has been distributed, and in it is some narrative and details about the things that are proposed in the President's budget. However, it is not specifically tailored to the needs Of this subcommittee. So we have produced a series of tables, this morning, that are tailored to the needs Of this subcommittee, are consistent with your jurisdiction, and focus on appropriations requests under current law. What I would like to do for the next few minutes is to take you on a bit of a tour through those tables, and show you where some Of the key proposals are, and what they might be. If we don't have methyl bromide as a soil fumigant, we'll not raise strawberries in some areas of the country. Tomato production will be severely depleted. And so it's frightening to think that we won't have this tool to use. In post-harvest, we use methyl bromide as a post-harvest treat ment because it's demanded by many countries that import our products, and so we use it to guarantee that the products we send them do not contain disease organisms and insects.
