Many African countries are increasingly interested in learning from China's experiences in achieving effective agricultural development. The Chinese government and academic community are also keen to share experiences and lessons with Africa. China made agriculture one of its development assistance priorities at the Third FOCAC Summit in Beijing in 2006. This systematic comparative study of agricultural development in China and Africa provides a unique basis for African countries and international organizations seeking to understand agricultural development in China, and for China to understand agricultural development on the African continent. The book highlights experiences and lessons from China and, in particular, analyzes why Africa has not yet been able to emulate China's agricultural development trajectory. It compares the similarities and discrepancies in conditions, processes, and outcomes between China and Africa from the perspectives of investment, science and technology, policies and international development aid. Based on this it explores which experiences and lessons from China's agriculture development can be shared with African countries in order to contribute to the sustainable improvement and transformation of African agriculture. Agriculture remains the dominant sector in the economies of most Sub-Saharan African countries. However, the experience of agricultural growth in the region stands in sharp contrast to the robust performance of agriculture in many Asian countries, particularly China. In a number of African countries, labor productivity has fallen and land productivity has not risen significantly. How is the China-Africa agricultural relationship conceptualized and realized at the intersections of large-scale socio-political, environmental, and economic processes? The goal of this dissertation is to disentangle some pieces of this structure by means of several qualitative and quantitative modeling approaches. Chapter 1 discusses a novel application of topic modeling to China-Africa academic literature, in two languages. Chapter 2 investigates the potential of the telecoupling framework to tease out the effects of Chinese investment on agricultural development in Africa, despite the fact that almost no Chinese investment goes directly to the agricultural sector. Chapter 3 presents multi-criteria decision modeling as one method to predict where direct Chinese investment in African agriculture might occur. This work presents multiple applications of methodologies underutilized in the study of China-Africa agricultural systems. The models used in this dissertation also explicitly state their data inputs and assumptions about the behavior of the system under study. In doing so, they both reinforce that more data is needed to understand any long-term trends in China-Africa agricultural systems and draw attention to the specific gaps in current data. Finally, the conclusions drawn by this research push back against the idea of a singular "Chinese model" of development that can be applied to Africa and instead highlight how different facets of China-Africa agricultural systems emerge under different assumptions and vary dramatically across the continent.

This book investigates China’s contemporary development cooperation mentality and modality through the case of its agricultural engagement with Africa. It identifies three models, namely traditional agro-aid, innovative agro-aid and agribusiness models, of Chinese current agro-development cooperation with Africa, and unpacks the different models by tracing their historical origins and examining the actual practice based on project-level fieldwork conducted in Mozambique and South Africa. The book provides a preliminary and qualitative evaluation of China’s current agro-development cooperation with Africa, and explains the ‘implementation gaps’ as observed on the ground adopting a public policy approach. It also compares the Chinese way of development cooperation with that of the traditional donors (particularly the OECD-DAC members), and calls for a broadening understanding for international development cooperation that can allow win-win ideology and embrace diversified cooperation forms beyond the official development assistance (ODA).
