Karl LaGrand, 35, was executed on 24 February 1999. His brother Walter, 37, was executed on 3 March 1999; the Court had earlier issued an Order for provisional measures calling on the United States to "take all measures at its disposal" to ensure that Walter LaGrand was not executed pending a final decision in the proceedings instituted by Germany. Germany instituted proceedings against the United States on 2 March 1999, alleging violations of the Vienna Convention on Consular Relations of 24 April 1963 with respect to the case of Karl and Walter LaGrand, two German nationals convicted of murder in Arizona. It maintains that they "were tried and sentenced to death without being advised of their rights to consular assistance," as required by the Convention.

The International Tribunal for the Law of the Sea is an independent judicial body established by the United Nations Convention on the Law of the Sea to adjudicate disputes arising out of the interpretation and application of the Convention. The Tribunal is open to States Parties to the Convention and, in certain cases, to entities other than States Parties (such as international organizations and natural or legal persons). The jurisdiction of the Tribunal comprises all disputes submitted to it in accordance with the Convention. It also extends to all matters specifically provided for in any other agreement which confers jurisdiction on the Tribunal. This volume contains the texts of the judicial decisions rendered by the Tribunal in the year 2014 in English and French.
