For establishing, opening, making, preserving, improving, Roads across maintaining, widening, enlarging, altering, diverting or stopping railway landsup, within the limits of the municipality, any highway through, over, across, under, along, or upon the railway and lands of any railway company, and for entering upon, breaking up, taking or using any such land in any way necessary or convenient for the said purpose; but subject to the provisions contained in The Rev.
