The Single European Sky (SES) is an initiative of the European Commission conceived in 1999, aimed at reducing delays, increasing safety, mitigating the environmental impact and reducing costs related to service provision in the aviation sector. It seeks to achieve this by promoting the de-fragmentation of the European airspace and by creating a more efficient Air Traffic Management (ATM) system. Although the policy is evolving and new features such as its technological pillar, SESAR, have been added to the original concept, the SES has failed in delivering the expected progress. As a result, the European airspace remains fragmented and capacity problems persist with rapidly growing air traffic. There are various factors behind its late implementation, categorised in the Air Forum discussion as institutional, economic, legal and political. Identification of the problems but also of appropriate solutions is of crucial importance given continuously growing air traffic and its expected doubling in Europe by 2035. More concretely, the forum investigated the following questions: What are the impediments to the implementation of the SES? What are some of the ideas for a future architecture of the European Airspace? And, how will we get to the implementation of the vision for the future? The emergence of new digital technologies is shifting the paradigm of European air traffic management similar to what is observed in other network industries. With this in mind, the 10th Florence Air Forum gathered relevant stakeholders in Budapest to discuss the reasons for the late implementation of the SES, the design options for the future, and ways to reach the vision.

In this audit we reviewed selected key components of the Single European Sky (SES) initiative, which aims at improving the overall performance of air traffic management (ATM). Overall, we conclude that the initiative addressed a clear need and has led to a greater culture of efficiency in ATM. However, European airspace management remains fragmented and the SES as a concept has not yet been achieved. Navigation charges have not been substantially reduced and ATM-related delays have started to increase again. The SES’s technological pillar, the SESAR project, promoted coordination and is gradually releasing technological improvements, but has fallen behind its initial schedule and has become significantly more costly than anticipated. In substance, the EU’s intervention in SESAR has evolved from one with a target deadline for achievement to a more open-ended commitment. We make a number of recommendations to the European Commission and the Member States to help improve the effectiveness of the SES.

The European airspace suffers from increased congestion in the past years. To tackle this issue, the European Union (EU) launched the Single European Sky (SES) imitative in 2000, intending to integrate, harmonise and modernise the fragmented and outdated European Air Traffic Management system. However, the realisation of the SES appears to be more complicated than initially anticipated. This thesis seeks to reveal and understand the fundamental challenges preventing the successful implementation of the SES. The theoretical part provides an overview of European integration theories and presents relevant insights for the SES thereof. The empirical part follows a grounded theory approach. Several expert opinions regarding the implementation of the SES are collected from academic journals, professional magazines, newspapers, and reports from various authorities, such as the European Commission. Those are analysed through a qualitative content analysis following the proposed procedure of Gioia et al. (2013). As a result, the main challenges are structured into 6 aggregate dimensions. These results are then validated with 3 in-depth, semi-structured expert interviews and discussed with regard to the theoretical findings. The theoretical and empirical results show that, although an ideal implementation of the SES would follow a uniformed approach, the implementation is very likely to progress differentially, which has to be taken into account when planning the further implementation of the SES. Furthermore, technological innovation is of elementary importance as it enables cooperation in areas where it has not been possible to promote cooperation by political means. As many issues are still unclear, further research and clarification is necessary to ensure a successful implementation of the SES.
