How should one organise a ministry of education which has only a small group of professional staff? Officers must become multi-functional; but what tasks should be grouped together, and how? What styles of management are needed for the highly personalised nature of small states, in which individuals have multiple out-of-work relationships as well as formal in-work ones? What arrangements can be made for career paths in a small organisation? And how can small ministries best manage the demands of regional and international linkages? These are among questions addressed in this book. It is the product of a pan-Commonwealth project in which officers from small ministries contributed practical insights. Experiences have been distilled and analysed, and are presented in a lively and readable format for both administrators and trainers.A companion book contains 14 case studies in a country-by-country format. Also available from the Commonwealth Secretariat, it is entitled Ministries of Education in Small States: Case Studies of Organisation and Management.

Trade integration contributes substantially to economic development and poverty alleviation. In recent years much progress was made to liberalize the trade regime, but customs procedures are often still complex, costly and non-transparent. This situation leads to misallocation of resources. 'Customs Modernization Handbook' provides an overview of the key elements of a successful customs modernization strategy and draws lessons from a number of successful customs reforms as well as from customs reform projects that have been undertaken by the World Bank. It describes a number of key import procedures, that have proved particularly troublesome for customs administrations and traders, and provides practical guidelines to enhance their efficiency. The Handbook also reviews the appropriate legal framework for customs operations as well as strategies to combat corruption.

In most countries, parliament has the constitutional mandate to both oversee and hold government to account. In light of the increased focus on good governance, academics and legislative strengthening practitioners are re-examining parliament's oversight function with a view to increasing public financial accountability, curbing corruption, and contributing to poverty reduction. This volume brings together research from many different perspectives and many different legislative settings worldwide. As the country case studies in section III demonstrate, the accountability mechanisms or oversight tools available to the legislature vary based on constitutionally defined powers of the legislature, institutional arrangements between the branches of government, divisions of authority between national, regional, and local governments, the degree of legitimacy conferred on the legislature, and the resources available to it. The budget process provides critical opportunities. Section II of this volume is devoted to examining budget oversight from the formulation and approval of the budget, to implementation and the ex post examination of the public accounts. Special attention is also paid to mechanisms to assist parliaments such as Public Accounts Committees and independent parliamentary budget offices. This title will be of interest to parliamentarians and parliamentary staff, legislative strengthening practitioners, and students of legislative development.

This review describes accountability arrangements to combat corruption in the infrastructure sector. The sustainability of the livelihoods of the poor in low- and middle-income countries is compromised by corruption in the delivery of infrastructure services. Such services include water supply, sanitation, drainage, the provision of access roads and paving, transport, solid waste management, street lighting and community buildings. For this reason, The Water, Engineering Development Centre, (WEDC) at Loughborough University in the UK is conducting research into anti-corruption initiatives in this area of infrastructure services delivery. This series of reports has been produced as part of a project entitled Accountability Arrangements to Combat Corruption, which was initially funded by the Department for International Development (DFID) of the British Government. The purpose of the work is to improve governance through the use of accountability arrangements to combat corruption in the delivery of infrastructure services. These findings, reviews, country case studies, case surveys and practical tools provide evidence of how anti-corruption initiatives in infrastructure delivery can contribute to the improvement of the lives of the urban poor. The main objective of the research is the analysis of corruption in infrastructure delivery. This includes a review of accountability initiatives in infrastructure delivery and the nature of the impact of greater accountability.

Offering much more than a purely theoretical or retrospective view of public management, this exciting text is an invaluable new addition to the field of public management. Putting the American model in perspective, it establishes the historical, theoretical, analytical, practical and future foundations for the comparative study of public management. Taking a boldly integrative approach, Laurence E. Lynn Jr. combines topics of best practice, performance, accountability and rule of law to provide a much-needed umbrella view of the topic. Well-written and illustrated with case study examples, this is one of the most exciting books on public management available today. As such it is an essential read for every student of public management, administration and public policy.
