Leading international economists examine the different patterns and long-term trends behind persistent unemployment across Western Europe in light of recent developments in labor market theory. Structural unemployment, or persistently high levels of unemployment that do not follow the ups and downs of a typical business cycle, varies significantly across industrialized countries. In this CESifo volume, leading labor economists analyze the widely diverging patterns of long-term unemployment across Western Europe. Drawing on recent developments in labor market theory and macroeconomics to explain the emergence and persistence of unemployment, the studies look for fundamental explanations and common patterns that might lead to policy solutions.The two opening chapters offer overviews of the problem: European labor market expert Stephen Nickell highlights the unemployment situation in the "Big Four" continental European states of France, Germany, Italy, and Spain, and American economist Edmund S. Perception and representation of newcomers and immigrants The topic of migration has become particularly contentious in national and international debates. Media have a discernable impact on overall societal attitudes towards this phenomenon. Polls show time and again that immigration is one of the most important issues occupying people’s minds. Will 'making a Living' remain a dream for the deprived and excluded? Jobs are one of Europe's most important problems. Employment provides the basic means of distributing wealth in society, in providing for families, and ensuring pensions for the elderly. Yet unemployment, and increasingly 'non-employment', continues at near record levels in the European Union. Making a Living in Europe shows how the culture of work has been transformed in the industrialised nations of the EU. Exploring the relationship between employment change, society and economic restructuring, the shift toward 'flexible' work for women in services, away from traditional industrial jobs for men, is demonstrated within three key sectors: business services, retailing and tourism. The outcome of change is discussed in terms of shifts of people and jobs from urban to rural areas. Europe must be understood in the context of the new Europe, of change in the USA and of global change. Drawing on examples from UK and European Regions and USA, the author challenges long-standing assumptions about changes in economy and society and highlights the need for stronger local and European policies to reduce inequality at large and contribute positively to local people's struggles to make a living in Europe.

It is not easy to summarize the studies that have dealt with the health effects of un employment on the unemployed. The main problem impeding a comparison of their results is the diversity of theoretical constructs associated with physical and especially mental health and, above all, an apparently inexhaustible variety of op erationalizations of these constructs. It is significant that the six conclusions drawn from the present state of unemployment research by the organizers of a re cent conference on the individual and social consequences of unemployment in cluded the following request: "In view of the relevant constructs, it seems to be most urgent to find or to develop operationalizations which can be agreed upon, in order to guarantee comparability of research results" (Kieselbach and Wacker 1985, p. XX; my translation). Nevertheless, the results of these studies allow the statement that a negative in fluence of job loss on psychological well-being can be regarded as a validated finding. The influence on physical health, however, must be assessed very careful ly and in a differentiated manner. The few investigations dealing with this ques tion arrive at different conclusions; moreover, possibly relieving effects of unem ployment on health come into sight.

Following the five books listed above on an earlier page, the Egon Sohmen-Foundation herewith submits its sixth volume. Once again, it is a collection of academic papers that were discussed at a symposium sponsored by the Foundation and subsequently revised. Readers not familiar with the Foundation may be interested to know that it was established in 1987 by Helmut Sohmen of Hong Kong in memory of his late brother, Egon Sohmen (1930-1977). Egon Soh men was an international economist highly respected in North America and in Europe, notably for his work on flexible exchange rates and on the economics of allocation and competition. Born in Linz (Austria) and educated as an economist in Vienna, Tiibingen, and Cambridge, Mass., Egon Sohmen held teaching posts in several places (M.I.T., Yale, Frankfurt, Saarbriicken, Minnesota, and Heidelberg). As an active participant in numerous international con ferences and workshops, he truly belonged to the international research community of his time and age cohort. His lasting reputation greatly helped me to convene the active participants of this symposium.
