From Per Wahlöö—co-author with his wife, Maj Sjöwall, of the internationally bestselling Martin Beck series of mysteries—comes a suspense novel about a former German soldier wanted for questioning about a murder in Spain. Willi Mohr--former German soldier, starving artist, enigmatic drifter--is arrested by the police and subjected to a lengthy and perplexing interrogation. Unwillingly, he is drawn back to the previous year he spent in Spain, the mysterious death of a Norwegian couple he shared a house with and his tireless attempts to discover how they died. As the interrogation intensifies, Mohr realizes that his own secret activities have implicated him in a dangerous political situation. Exhausted, at the end of his money, worn down by the police, he takes decisive action that leads to a profound personal release.

"Bromley argues that standard economic accounts see institutions as mere constraints on otherwise autonomous individual action. Some approaches to institutional economics - particularly the "new" institutional economics - suggest that economic institutions emerge spontaneously from the voluntary interaction of economic agents as they go about pursuing their best advantage. He suggests that this approach misses the central fact that economic institutions are the explicit and intended result of authoritative agents - legislators, judges, administrative officers, heads of states, village leaders - who volitionally decide upon working rules and entitlement regimes whose very purpose is to induce behaviors (and hence plausible outcomes) that constitute the sufficient reasons for the institutional arrangements they create."--BOOK JACKET.

The idea for this volume was conceived by Frederick Praeger, founder of Westview Press, who asked Roland Vaubel if he would put together a collection of chapters on the public choice approach to the study of international organizations. Vaubel felt it would be useful to have a coeditor from the United States, and Thomas D. Willett enthusiastically agreed to take on these duties.

As part of the Institutional Capacity Building Plan, which is the first of the three components of the Regional Programme for Cultural and Natural Heritage in South-East Europe launched in 2003, a "transnational theme-based debate" was organised. The second step in this debate stemmed from an assessment of requests from the countries/regions participating in the Regional Programme: Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Kosovo/ UNMIK, Montenegro, Romania, Serbia and "the former Yugoslav Republic of Macedonia".The first step was concerned with current heritage policies and legislation. Its aim was to take stock of the position regarding legislative reforms and heritage policies in the countries of South-East Europe. It also highlighted the need for an in-depth analysis of certain key areas where difficulties still arose in implementation. The second step was concerned with tools for integrated management of the cultural and natural heritage, in the broad sense of the term "heritage" (the concept of cultural environment). It linked together three key topics previously identified: documentation systems, incorporating the heritage dimension in environment, regional development and town planning documents, permits, controls and penalties related to heritage conservation work.
