This is the final evaluation report of a project that aimed to strengthen the agricultural and pastoral sectors’ climate change adaptation (CCA) capacities in the Niger. The project reached 21 142 direct beneficiaries (or 106 percent of the target), including 51 percent women. However, the project experienced shortcomings in terms of its management (from start-up to mid-term), its third expected result (integration of CCA into development policies and plans) and its mobilization/accounting of co-financing partners. The expected third result will be continued under the agro-pastoral field school-community listeners’ clubs (AFPS-CLC) component of the Climate-Smart Agriculture Support Project (PASEC). Despite project achievements, the evaluation concludes FAO must nevertheless improve certain project management and mobilization of co-financing mechanisms, strengthen the capacities of partners based on their needs-analysis, and recommends developing a long-term partnership with farmer organizations to strengthen their extension and advisory support capacities.

The project ‘Participatory assessment of land degradation and sustainable land management in grassland and pastoral systems’ was implemented from 2017 to 2021 in Burkina Faso, Kenya, Kyrgyzstan, the Niger, and Uruguay. The project successfully developed and tested a participatory rangeland and grassland assessment methodology (PRAGA); providing a practical tool for collecting data and information on rangeland and grassland health, thereby contributing to enable informed decision-making for sustainable rangeland and grassland management – thus aligning with UNCCD and SDG 15 (Life on Land). The evaluation provides five recommendations: i) develop strategies for facilitating the use by national stakeholders of remote sensing and GIS; ii) strengthen the gender dimension; iii) refine and promote PRAGA as a tool for monitoring of national CBD and UNFCCC commitments; iv) integrate more PRAGA assessments in interventions that invest in tangible rangeland management improvements; and v) establish an institutional home in FAO for rangeland and grassland management.

Land degradation reduces food productivity and security, disrupts vital ecosystem functions and increases carbon emissions and vulnerability to climate change. 52 percent of the land used for agriculture worldwide is estimated to already be affected. Studies indicate that land degradation directly affects 1.5 billion people around the world. Despite the seriousness of the issue, there is still limited access to resources and planning tools for sustainable land management. This study focused on the macroeconomic framework, food security needs, implementation of priority investment projects, and domestic petroleum pricing policy. The new fiscal program contains a number of new measures, and it is a precise policy for domestic petroleum pricing. The execution of the revenue mobilization strategy is needed to increase Niger’s low revenue-to-gross domestic product (GDP) ratio and to meet the expenditure needs associated with the Millennium Development Goals (MDGs). IMF staff encourages the authorities to activate the pace of structural reforms.
