Epoxy-coated reinforcement (ECR) has been used in bridge decks in Ontario since 1979, and in substructure components since 1981. Since the epoxy resin is not electrically conductive, one of the practical disadvantages of using ECR is the lack of effective non-destructive corrosion evaluation techniques. This is the final report of research initiated in 2001 to develop a protocol for conducting condition surveys on structures constructed with ECR. The report begins with a review of the history of ECR use in Ontario, the performance of ECR as reported in the literature, condition survey procedures used by the Ministry of Transportation, and non-destructive test methods that could be applicable to ECR reinforced concrete elements. Part 5 presents the ECR bridge component condition survey protocol that was developed in the research, including details of field & laboratory tests. Part 6 contains a procedure for predicting the service life of bridge components constructed with ECR. Part 7 provides estimates for the cost of carrying out the proposed condition surveys, and compares them with the cost of condition surveys on bridge elements containing black steel using current procedures. Appendices include a user guide to the condition survey protocol.

In reinforced concrete construction, epoxy coated reinforcement (ECR) was introduced in the 1970s to provide a physical barrier to chlorides at the concrete-steel interface. The Ontario Ministry of Transportation has used ECR in bridges & other components since 1979. In response to reports of corrosion of ECR in structures in Florida and other concerns, the Ministry initiated a detailed investigation in 1997 of the barrier walls of five ECR-reinforced highway bridges constructed in 1979 to assess the effectiveness of the epoxy coating in preventing chloride-induced corrosion. This paper updates the Ministry's investigations since the 1997 barrier wall study and documents significant findings with respect to ECR performance, including its performance in comparison to that of black steel reinforcement. It discusses various considerations related to the use of ECR and factors affecting its performance, such as coating quality, repair of structures constructed with ECR, and corrosion protection strategies.
