The global attention in recent years has focused primarily on water quantity and allocation issues. Water quality has received significantly less attention than water quantity. Commendable progress has been made by the developed world to control point sources of pollution, but commensurate progress in reducing non-point sources has not been made. In the third world countries both point and non-point sources of pollution are becoming increasingly a serious concern. Already, nearly all water bodies in such countries near and around urban centres have been severely polluted, with very high health and environmental costs. The book assesses the current status of water quality management in both developed and developing worlds, as well as analysing the effectiveness of economic instruments and legal and institutional frameworks to control water contamination. It outlines the importance of building up social and political awareness to reverse the trend of continuing water quality deterioration, which is likely to be a most challenging task in the coming years. This book was published as a special issue of International Journal of Water Resources Development.

Small drinking-water supplies commonly experience operational, managerial, technical and resourcing challenges that impact their ability to deliver safe and reliable services. The needs and opportunities associated with these supplies therefore warrant explicit consideration in policies and regulations. These Guidelines, specifically tailored to small water supplies, build on over 60 years of guidance by the World Health Organization (WHO) on drinking-water quality and safety. They focus on establishing drinking-water quality regulations and standards that are health based and context appropriate; on proactively managing risks through water safety planning and sanitary inspections; and on carrying out independent surveillance. The guidance is intended primarily for decision-makers at national and subnational levels with responsibility for developing regulatory frameworks and support programmes related to these activities. According to the Census Bureau, approximately 27 percent of the U.S. population lives in a rural area. The smallest water systems account for 77 percent of all systems, and many water systems are not in compliance with drinking water regulations. Seven federal agencies provide funding or technical assistance to rural communities in developing drinking water and wastewater systems and complying with federal regulations. The nation faces costly upgrades to aging and deteriorating drinking water and wastewater infrastructure. Many rural communities face significant challenges in financing the costs of replacing or upgrading aging and obsolete drinking water and wastewater infrastructure. This book focuses on the federal agencies that provide funding or technical assistance to rural communities and fiscal year 2014 funding; and issues identified that affect rural communities' ability to obtain funding for water and wastewater infrastructure. Furthermore, this book summarises the Safe Drinking Water Act (SDWA) and its major programs and regulatory requirements.
