Expert systems, a branch of artificial-intelligence studies, is introduced with a view to its relevance in transportation engineering. Knowledge engineering, the process of building expert systems or transferring knowledge from human experts to computers, is described. The general differences between expert systems and conventional computer programs are summarized. The architecture of the expert system is shown to separate knowledge of the problem domain (knowledge base) from general problem solving knowledge (inference engine). Different approaches to each of these tasks are described. Recent developments in computer software that support and simplify the development of expert systems are presented, and recent applications to three transportation engineering problems are described. Background information is given to recommend the development of a prototype expert system for traffic control in construction zones.

The development of a prototype knowledge-based expert system (KBES) for selecting appropriate traffic control strategies and management techniques around highway work zones was initiated. This process was encompassed by the steps that formulate the problem as an expert system: identification, conceptualization, implementation, and testing. The resulting EXSYS prototype system, TRANZ, is described in the report and demonstrated on the system disk. An alternative approach using the LISP programming environment was produced using a part of the TRANZ knowledge base for comparative purposes. This EXSYS prototype system is interpreted as the initial stage in the development of an expert system. Additional work that includes testing, validation, and verification is necessary before the system can be recommended to practitioners for professional applications.

The validation and evaluation of an expert system for traffic control in highway work zones (TRANZ) is described. The stages in the evaluation process consisted of the following: revisit the experts, selectively distribute copies of TRANZ with documentation and an evaluation form, perform research on identifying related problems that affect the problem domain of TRANZ, and conduct a formal evaluation workshop. It was found that it is very difficult to develop a system that will accurately handle all possible permutations of a problem. The validation process should establish a range of applicability, which can be continually updated as the system "grows" with experience. All expert systems are seen to require a mechanism for continual support past the prototype demonstration through a team familiar with the problem and the system building technique.
