The general objective of this project is to provide a comprehensive ultraviolet spectral atlas of stars based on the data in the IUE Final Archive. The data have been uniformly processed by the IUE NEWSIPS pipeline system. The NEWSIPS gives an improved signal to noise ratio for the data that will be especially beneficial to low signal portions of the spectra; and it also gives more accurate fluxes for stars by adopting the latest absolute calibration and measured instrument parameters. Our new atlas, therefore, provides more uniform and accurate data than the version previously published. In addition, considerable efforts were devoted to obtain reliable spectral types, V, B-V, and E(B-V). A Spectroscopic Atlas of the Stars: A Pocket Field Guide is a standard reference book for all amateur astronomers interested in practical spectroscopy or spectrography. For the first time in one place, it identifies more than 70 (northern hemisphere) bright stars that are suitable observational targets for both amateurs and astronomy students. Finder charts are provided for locating these sometimes-familiar stars. Data for each star includes labelled stellar spectra, a spectral profile with spectral lines identified. These are conveniently laid out on a single page, opposite tables of spectroscopic properties, and lines and wavelengths identified. This is the first Spectral Atlas designed for amateur astronomers. It is equally relevant to college undergraduates, being intended to familiarize astronomers of any age and level of knowledge with labelled stellar spectra and their different properties. It contains much information about stars which is hard to find or inaccessible to most people.

The XXth General Assembly of the International Astronomical Union was held in Baltimore, Maryland USA from August 02 to 11, 1988. The Inaugural Ceremony on August 02 was held in the presence of representatives of the United States Governn:ent, t~e S~ate of Maryland, the City of Baltimore and the host institution -the Johns Hopkins Umverslty- as well as of the National and Local Organising Committees. The scientific programme maintained the high standards of the Union and the scientific proceedings may be found either in this volume or in volume 8 of Highlights of Astronomy. The scientific programme was organised by the 40 Commission Presidents and coordinated by the General Secretary (1985-1988), Dr. J.-P. Swings. The local arrangements were effectively made through the National Organising Committee under the Chairmanship of Prof. F. Drake and the Local Organising Committee under the co-Chairmanship of Prof. A. Oavidsen and Dr. R. Giacconi. The smooth day to day operation of the meeting resulted from the incomparable dedication of Karen Weinstock and Harold Screen.

Astronomy and Astrophysics Abstracts, which has appeared in semi-annual volumes since 1969, is de voted to the recording, summarizing and indexing of astronomical publications throughout the world. It is prepared under the auspices of the International Astronomical Union (according to a resolution adopted at the 14th General Assembly in 1970). Astronomy and Astrophysics Abstracts aims to present a comprehensive documentation of literature in all fields of astronomy and astrophysics. Every effort will be made to ensure that the average time interval between the date of receipt of the original literature and publication of the abstracts will not exceed eight months. This time interval is near to that achieved by monthly abstracting journals, com pared to which our system of accumulating abstracts for about six months offers the advantage of greater convenience for the user. Volume 18 contains literature published in 1976 and received before March 1, 1977; some older liter ature which was received late and which is not recorded in earlier volumes is also included.
