Similar efforts are at present being made in the United States, and it is to be hoped that fairness, impartiality, and an unselfish regard for the welfare of the whole country may guide them. This book is offered as an unpretending contribution to these efforts. It claims no merit save that of strictest truthfulness in the representation of the spirit and effect of the liquor laws of this country. The nature of its subject-matter required a separation of the laws enacted by Congress from those enacted by the legislatures of the States. The former laws are reviewed in the present volume; the latter will form the subject of another volume, to be published hereafter.
